Why slow? CARB has no bulk API. Fast hammering gets the IP blocked. ~12s × 100 VINs ≈ 20 minutes. Safe > fast.

On-device OCR (Tesseract) reads the image, pulls a 17-char VIN, then runs CARB check. Works offline for OCR after first load; needs network for CARB.
